Surprisingly corn can be grown by using just plain popcorn seeds (this clearly does not include cooked popcorn), I usually sprout the seeds in paper towels beforehand but classic planting works as well.

Just as a note, if you get popcorn that is advertised for popping rather than planting, there might be intellectual property issues in some countries (for instance, if the seeds are patented in the USA). I don't imagine there's a lot of patented popcorn out there, though, but you never know.
Genetically engineered corn tends to be patented, I hear. However, I think that's usually corn for fuel and livestock feed. I could be wrong.
I just avoid planting seeds from grocery store produce or such altogether, unless I can verify that it's legal. Public domain seeds aren't terribly hard to come by. You can get them at dollar stores, Walmart, The Home Depot, other stores, or online. Or, you can trade seeds. Some people give them away free. I've got plenty of Glass Gem popcorn, if you're interested (it's really easy to sprout, like you said).
Some really inexpensive places to buy seeds online include dollarseed.com, superseeds.com, timeless-tomatoes.com, and the others escape my mind for the moment.
