I personally like the idea of chickens in the city limits (at least hens and chicks, contained on your property), so long as you don't have too many in one place, or start a huge farm with thousands of chickens in your subdivision or something. I personally don't mind roosters, but enough people probably do mind them that I'm voting for hens and chicks only (unless they don't crow much/loudly), except in areas where people are agreed that roosters are good. Free range chickens are cool, but they might get hit by cars and stuff, and they might eat your neighbor's plants.
The only significant drawback I see of having contained hens/chicks is that it might contribute to avian flu epidemics (but I think that would probably be a bigger problem on factory farms where the chickens are more densely located). I think the benefits outweigh the risks, though: eggs, meat, pets, feathers, bug-eating, manure, aesthetics (chickens look and sound [to be] pretty awesome), etc.
